Stephen qualified as a Solicitor in 1976 and after practising in many areas of litigation, was Head of Crime at White & Bowker from 1990 until the formation of Gammon Piercy & Gaiger in 2006. A former administrator of the local Duty Solicitor Scheme and past chairman of the Eastleigh Citizens' Advice Bureau, Stephen is a Duty Solicitor who specialises in criminal defence across the range of criminal offences. Stephen regularly advises voluntarily at the Eastleigh Citizens' Advice Bureau. He also prosecutes in Regulatory Proceedings and has extensive experience in road traffic law.

He is described in 2009 Chambers UK, A Guide to the Legal Profession, as "a safe pair of hands and he really understands how to deal with sensitive issues".
